A phonetic keyboard (فونیٹک کی بورڈ) allows you to type Urdu by pressing keys that sound similar to Urdu letters. Instead of memorizing the traditional Urdu keyboard layout, you simply type the English letter that sounds like the Urdu letter you want.
For example, pressing S gives you س (Seen), pressing A gives you ا (Alif), and pressing L gives you ل (Laam).
